Description

Reporting to the President and Chief Executive Officer (CEO), the Vice President of External and Government Affairs will be responsible foranalyzing, developing, and advancing policies and government actions that are key to NANA's strategy. Provide oversight and guidance to projects of high importance and acts as an advisor to the President & CEO. The Vice President of External and Government Affairs will establish, manage, and leverage relationships with partners; Alaska Native entities; trade associations; appropriate borough, state, federal, tribal, and international agencies, and officials; and other stakeholders to advance NANA's mission.

Essential Duties and Responsibilities

  • Maintains awareness of proposed or pending policies, regulations, initiatives, or other external activities which may impact NANA, provides legal and strategic analysis for how NANA should engage or respond, and provides timely reports to the President & CEO and other corporate department leads on such activities.
  • Coordinates with NANA's legal and other departments and business sectors to ensure NANA is represented uniformly at the international, federal, state, and local levels.
  • Assists the President & CEO and other corporate departments leads in the external messaging of changes within NANA or the NANA region.
  • Where appropriate, assists the President & CEO and other corporate departments leads in engagement with the media and other key stakeholders.
  • Represents NANA on various task forces, boards and commissions to ensure NANA's interests are advocated and protected.
  • Serves as a NANA spokesperson to key external audiences.
  • Represents NANA's interests in external publications and to appropriate governmental bodies and/or organizations.
  • Organizes external events that align with engagement strategies involving key leadership to promote NANA's corporate mission and reputation.
  • Develops and manages government affairs strategies with international, national, statewide, regional, tribal, and community leadership
  • In coordination with the Communications Department, reviews, drafts, and contributes to the preparation of presentations, speeches, internal briefing material, and other material needed for executive staff to represent the organization externally.
  • Complies with and educates appropriate internal stakeholders about any laws and regulations that apply to engagement activities.
  • Leads the external and government affairs department in conducting and completing research to prepare reports or briefings related to government affairs activities.
  • Identifies and participates in key corporate contributions activities aligned with NANA's social responsibility strategy.
  • Leads, manages and mentors the external and government affairs department's staff, and manages the department budget.
  • Directs and oversees the work of external consultants.
  • Other duties that are pertinent to the department or unit's success also may be assigned.Qualifications

    Minimum Requirements
    • Must be a NANA Shareholder.
    • Bachelor's degree in political science, public policy, economics, communications, or a related field required.
    • Juris Doctorate and active Alaska Bar Association membership or other graduate level degree in public policy, communications, economics, or a related field strongly preferred.
    • Minimum of ten (10) years of external affairs, public relations, public policy, government affairs or related experience, at least five (5) years in a leadership role.
    • Demonstrated knowledge and extensive experience regarding the Alaska Native leadership community, NANA Regional Corporation, its subsidiaries, and the NANA Region .
    • Deep understanding of Alaska Native socioeconomic and political history including tribal sovereignty, self-determination, the Alaska Native Claims Settlement Act, the Alaska National Interest Lands Conservation Act, and other landmark federal and state policies related to Alaska Native interests
    • Strong interpersonal skills; demonstrated experience in building and influencing relationships that require engagement with many stakeholders.
    • Demonstrated ability to influence strategic outcomes for the company.
    • Exceptional writing skills, strong presentation, and verbal communication ability.
    • Experience managing multiple, varied projects through highly effective planning and organizational skills.
    • High degree of professionalism in interacting with diverse groups of people, board members, senior executives, staff, community leaders, partners, Shareholders, etc.
    • Proficient in Microsoft Office (Word, Excel, PowerPoint, and Outlook).
    • Ability to work remotely and independently.
    • Ability to travel 25% of the time to the NANA Region, throughout the State of Alaska, the contiguous US, and internationally.
    • Must possess valid passport.
    • Alaska Driver's license with an insurable driving record acceptable to NANA's insurance carriers.
    • Familiar with the geography, culture and people of NANA Region.Working Conditions and Physical Requirements

      * Weather: * Indoors - environmentally controlled; requires most or all work to be done inside.

      * Noise level: * The noise level in the work environment is usually that of a standard office atmosphere.

      * Description of environment: * Office building with standard office environment.

      * Physical requirements: * Employee is required to occasionally lift and/or move up to 25 lbs. Frequently required to sit, stand, walk, use hands/fingers to handle or feel, climb, stoop, kneel, crouch or crawl, talk/hear, see, taste/smell, and carry weight/lift.

      * Travel: * 25%, Must be able to extensively travel and work in both urban and non-urban areas using many different means of transportation. Incumbent must be able to work in less than ideal offices, facilities, or situations.

      Competencies

      The position requires reading, detailed work, problem solving, interactions with other companies including other NANA companies, reasoning, math, language, presentations, verbal and written communication, analytical reasoning, will require the employee in the position to manage multiple concurrent tasks, and handle constant interruptions.
