SunIRef:it Operations Research Analyst Workplace Alaska - Anchorage, AK $6,027 - $6,328 a month - Full-time, Part-time The Department of Administration, Division of Risk Management, has an opening for Operations Research Analyst. This position can be located in either Anchorage or Juneau depending on the preference of the selected candidates. The employee serves as a resource for the agency in the area of data mining and analytics. As a technical authority experienced with data analytics, responsibilities involve planning, designing, and carrying out work; solving problems inherent to inter-relationships between and among government programs, systems, functions, policies and numerous critical issues. Responsibilities also include the development of data mining tools and models that solve significant and challenging business questions facing the State. The employee (1) provides new insight to stakeholder business problems, and (2) applies applicable analytics to identify opportunities for improvements to business operations or goals. Duties include: Serves as technical expert in data analytics and data mining by designing, developing, and adapting advanced mathematical, statistical, and analytical methods and modeling techniques in the identification, assessment, and analysis of a broad spectrum of categories. Creates and applies modeling techniques and procedures, develops mathematical algorithms, and analyzes data using probability statistics and trend analysis to identify unusual patterns and other indications of potential fraud, waste, or abuse, to improve efficiency or effectiveness of State programs and operations, and to solve problems and/or predict future fraud, waste, and abuse. Cleans disparate data from multiple sources and formats in preparation for use in modeling and ad hoc analytics using skills and experience related to computer science to include, but not limited to, using a variety of programming languages such as JAVA, R, Python, SQL, DAX, and SAS. Leads and conducts independent studies, program analysis and evaluations, operational and performance data analysis, requirements validation, earned value management analysis, business case analysis, life-cycle cost estimates, programmatic work breakdown structures, resource capabilities assessments, and testing of new assumptions/hypotheses. Collaborates with analytical, statistical, and science experts in the industry to get an understanding of various programs, databases, and business operations applicable to the mission. Present authoritative programmatic trade-offs and options to department leadership. Evaluation Factors: Demonstrated skill in applying data mining, and analytic concepts; data modeling methodologies; and database management systems sufficient to apply and adapt approaches to the design, development, and deployment of data models and other analytics. Ability to apply analytical skills in order to understand how business questions can be solved by exploring and analyzing data. Experience with matching data sets and manipulating large amounts of data from multiple sources Ability to work with minimal direction and manage multiple projects concurrently while being pro-active in keeping management and team members informed of project related issues. Ability to communicate effectively both orally and in writing. Desired Qualifications: Demonstrated experience with one or more of the following: SQL, Oracle, Teradata, Microsoft SQL Server, R, SAS, SAS Visual Analytics, Power BI, Python, or Tableau. MINIMUM QUALIFICATIONS: Any combination of education and/or experience that provides the applicant with the knowledge, skills, and abilities in mathematics, scientific and statistical principles; data integration, modeling, visualization, and dissemination; and developing, use, and modifying mathematical and conceptual models equivalent to those typically gained by: Bachelor's degree that includes significant upper-division coursework in operations research, mathematics, statistics, logic, or computer simulation techniques; AND Professional experience in operations research, or in fields applicable to operations research such as mathematics, statistics, computer modeling, econometrics, life cycle cost analysis, biometrics, or a similar field.
