Quality Manager: Remote and Travel

Job Description:

The Quality Manager is responsible for effectively monitoring all aspects of site operations, maintenance, and repair, by conducting inspections at ISS2 remote sites to promote continuous improvement. These inspections are used to assess/ensure quality standards and regulatory compliance requirements are met, as required by the Company's Operation Maintenance Procedures (OMP), Operating Instructions (OI), Performance Work Statement (PWS), and Government directives.

PRIMARY RESPONSIBILITIES :

  • Develop, implement, and maintain the Quality Control Plan tailored to all facets of the operation to include: Airfield Operations, Base Civil Engineering, Communications & Electronics, Environmental, Logistics, Security, and required Training and Services needed for successful BOS operations.
    • Develop a program to share "Best Practice" processes, findings of non-conformances, observations for opportunities to improve, and any other information deemed useful for improving operations.
      • Conduct inspections of all services identified in the PWS to ensure compliance.Plan, prepare and perform all audits, inspections, or investigations at the ISS2 remote sites. Inspect work in progress and finished work for discrepancies in accordance with the maintenance procedures and contract requirements.
        • Compile, review, and submit all contract deliverables (CDRL) for submission to the USG IAW contract requirements. Coordinate and direct re-work for CDRL's submitted but rejected by the Government.
          • Review and coordinate the response and actions associated with Government issued corrective action reports (CARs). Ensure CAR-related written reports, meeting minutes, corrective action records, and all other quality records are generated and maintained accurately.

            • Validate the results of internal audits to determine any non-conformances against and evaluate corrective actions to ensure appropriate actions are taken to resolve deficiencies.
              • Ensure the effectiveness, and update as necessary, all quality procedures and inspection checklists.
                • Be familiar with and help develop Work Instructions, Standard Operating Procedures, Administrative Instructions, Task Orders, Personnel Policies and Procedures.
                  • Provide the Project Manager with Quality Assurance program metrics, trend analysis data and statistics when requested.
                  • Coordinate with the training specialist to develop training strategies to close skill gaps identified throughout the program.
                    QUALIFICATIONS :
                    • Must have at least 5 years recent experience in QA/QC field Base Operation Services and possess a certificate from a recognized commercial, community or military institute.
                    • Possess a well-rounded general knowledge of security, safety, fire prevention and protection, transportation, mechanical equipment, and Air force Civil Engineering processes and procedures.
                    • Must have working knowledge of computers and typical applications including word processing (MS Word), (MS Project), Shared drives, spreadsheets (MS Excel), and database (MS Access).
                    • Experience with, and knowledge of, Air Force Instructions and knowledge of Automated Technical Order Management System (ATOMS).
                    • Must be self-motivated with strong organizational skills and the ability to work independently.
                    • Ability to travel individually or in a group to Wake Island, Eareckson, and King Salmon Air Stations in support of the ISS2 project for a total discontinuous forward deployed interval of 6 - 9 months per year.
                    • Ability to effectively work remotely from home when not traveling.
                    • Must be a US citizen or US national and have ability to obtain a SECRET security clearance.
                    • Must be able to read, speak, and write English proficiently enough to complete all employment duties.
                    • Must have a valid United States Driver's License.
