          Duties

          This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of the Director, Office of Budget and Administration (OBA), Administration and Compliance Branch in any of the five BOEM locations (Sterling, VA, Washington, DC, Camarillo, CA, Anchorage, AK, or Jefferson, LA). The incumbent serves as bureau's primary contact, lead official, and technical expert on directives and delegations, and is responsible for program, organizational, and management analysis.

          At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
          1. Responsible for bureau-wide direction, oversight, tracking, and compliance with statutory requirements for a comprehensive directives and delegations program.
          2. Directs coordination and policy review of BOEM directives. Writes high-level policy documents. Provides technical advice on formatting, preparing, and processing directives and delegations. Consistently applies the rules of grammar, spelling, punctuation, and formatting to complete reviews of draft and final records of policies and delegations.
          3. Develops an overall system or a directives database, providing input systems design, defines information requirements, and develops procedures and formats for timely and accurate reporting.
          4. Plans strategies to improve the efficiency and effectiveness of the organization. Interprets and analyzes the impact of administrative laws, regulations, executive orders, and policies which affect BOEM administrative programs and operations, and as appropriate, develops program plans and implements policy and instructions issued as BOEM directives.
          5. Provides leadership, designs, and conducts management analysis studies and surveys aimed at improving management practices, policies, and procedures. Evaluates and advises on management methods and procedures for the improvement of complex administrative management processes and systems.

          The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

          Salary Information:
          Sterling, VA & Washington, DC: $87,198-$134,798 per annum
          Jefferson, LA: $77,488-$119,787 per annum
          Camarillo, CA: $88,488-$136,791 per annum
          Anchorage, AK: $86,657-$133,961 per annum
          First time hires to the Federal government normally start at the lower salary range of the grade level.

          This vacancy may be used to fill additional positions as vacancies become available.

            Minimum Qualification Requirements:
            To qualify for this position you must meet the Specialized Experience for the grade to which you are applying.

            Specialized Experience:

            GS-12
            To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) analyzing new and established regulations or policies for potential impact on program operations; 2) utilizing automated systems to track the drafting, finalizing, approving, and repository for final guidance documents (e.g. policies, standard operating procedures, directives, memorandums); 3) formatting, preparing and editing policy and directives for management use; and 4) participating in management studies to document processes and procedures, determine efficiencies, and recommend corrective actions. MUST MEET ALL.

            GS-13
            To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) analyzing new and established regulations or policies for potential impact on program operations; 2) modifying automated systems to track the drafting, finalizing, approving, and repository for final guidance documents (e.g. policies, standard operating procedures, directives, memorandums); 3) formatting, preparing and editing policy and directives for management use; 4) designing and leading management studies to document processes and procedures, determine efficiencies, and recommend corrective actions; and 5) conducting research, interviews, and collecting data for the purpose of making and supporting management decisions. MUST MEET ALL.

            Education

            Education cannot be substituted for specialized experience at the GS-12 and GS-13 grade levels.
