Save Education - Doctoral Degree - Bachelor's Degree Skills - Ecological Restoration Duties Summary This position is a Research Forester/Ecologistin the Pacific Northwest Research Station Resource Monitoring and Assessment Program.The Program is located in Anchorage, Alaska. The Program has research responsibilities for implementing the national Forest Inventory and Analysis (FIA) Program in Alaska, California, Pacific Islands, Oregon, and Washington. Responsibilities The scientist is a member of the RMA Vegetation Monitoring Science and Applications team, responsible for improving monitoring techniques, analyzing Forest Inventory and Analysis (FIA) and complementary data, and publishing results. Provide essential information on the status, extent, and characteristics of forest and range land in the Pacific region and their change over time to decision makers. Increase the efficiency and value to inventory and monitoring efforts through the development of new tools, techniques, and methodology. Apply inventory and monitoring to understand the effects of human use, climate, and natural disturbances on the forest and range land condition. The scientist is responsible for developing a conceptual research plan for inventory, monitoring and analysis of natural resource issues with a focus on the forests of Alaska. Provides guidance and reviews work from members of the Reporting, Information Management, Data Collection, and Remote Sensing teams to develop and test inventory methods and to lead and co-author publications on resource issues Responsibilities involve identifying research problems, selecting and planning studies, developing needed collaboration with other organizations and individuals, conducting public involvement meetings as needed. Writes grants and procuring funds for research as needed, organizing work plans to accomplish research tasks, working with technical staff to plan for data collection, analyzing the results, and publishing findings. Travel Required Occasional travel - No more than 10% of the time for field work, meetings with collaborators, and to attend other professional meetings. BASIC QUALIFICATIONS: ECOLOGY SERIES (0408): Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. FORESTRY SERIES (0460): Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in forestry; OR in a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry; OR a combination of education and experience with courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown below, plus appropriate experience or itional education. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources : study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management. Forest Biology: study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology. Forest Resource Measurements and Inventory: sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing. IN ITION TO MEETING THE BASIC QUALIFICATIONS, you must possess the specialized experience and/or graduate education listed below. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. SPECIALIZED EXPERIENCE: GS-12: At least one year of specialized experience equivalent to at least the GS-11 grade level in federal service. Experience must have been related to the work of the position for which application is made. To qualify at this grade level, your experience as documented in your resume must include all of the following: - Planning and conducting research to analyze and interpret the current status or past trends of the abundance and distribution of forest commodities, natural resources, or plant communities; - Identifying causal factors that account for differences in vegetation distribution; - Conducting statistical analyses of variance with standard software packages; - Disseminating results of vegetation studies in peer reviewed publications, scientific presentations, and other outlets. GS-13: At least o ne year of specialized experience equivalent to at least the GS-12 grade level. Graduate level education alone is not qualifying for the GS-13 grade level. Specialized experience at this level is defined as: Experience must have been related to the work of the position for which application is made. To qualify at this grade level, your experience as documented in your resume must include all of the following: - Advocating for, developing, and carrying out research that required defining and coordinating data collection, database design, and analytical procedures; - Developing and testing new analytical or statistical approaches to evaluate ecological or forestry phenomena; - Serving as primary author of research or technical publications incorporating advanced analysis in natural resource questions; - Delivering analyses and conclusions via written reports and presentations to audiences internal and external to the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Qualifying graduate education for the GS-12 Level : Conferred Ph.D. or equivalent doctoral degree directly related to the work of the position. The education must have been obtained in an accredited college or university by the U.S. Department of Education and demonstrate the knowledge, skills, and abilities necessary to do the work.
