WHAT IS THE CRIMINAL INVESTIGATION DIVISION?

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

* Plans and conducts interviews of informants and assists in the interviews of principals or third parties. Administers handwriting and hand printing exemplars as requested by special agents. Develops memoranda of interview for review and approval by special agents. Takes affidavits from witnesses or prepares appropriate memoranda. Serves summonses and subpoenas. Assists in preparing search warrants using applicable software. Serves as a witness/corroborator of interview with principals or third parties. May be called upon to testify as a corroborative witness.
* Using a wide variety of databases, such as TECS, NCIC, EPIC, CBRS, etc., the incumbent develops interrelated information for special agents using word processing, spreadsheets, or graphic software. Information acquired is analyzed and appropriate follow-up steps are taken on leads suggesting research of other sources of information. Analyzes and verifies accounting records by extracting information from books and records of principals and third parties. Checks accounting records to verify accuracy and proper treatment and classification of entries. Prepares schedules of income, including those requiring indirect methods. Assembles case files and reports by mounting exhibits. Proofreads to ensure that cited documents are present and numbered consecutively with references made in factual statements and assembles and packages evidence. Maintains required files of all open and closed investigations and prepares a variety of reports.
* As directed, performs research, analysis and evaluation of intelligence and other law enforcement data. Prepares documents for presentations and portions of larger studies being conducted by special agents.
* Gathers and analyzes information from investigative databases, public records, banks, brokerage houses, etc., as requested by the Supervisory Special Agent or special agent. Searches computerized accounting records, hard copy accounting records, or microfilm.
* Gathers data and conducts limited inquiries on authorized investigations as directed. Makes determinations and dispositions. Makes recommendations on determinations and dispositions. Assists lead agents on project research and development. Designs appropriate database and assists in its maintenance.

Qualifications

You must meet the following requirements by the closing date of this announcement:

REQUIRED:

SPECIALIZED EXPERIENCE FOR GS-05: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes positions in full time remittance processing function, such as preparing certificates of deposits; technical support to inspections or investigations such as searching for, gathering, screening, and providing factual information or explanations related to the subject of an inspection or investigation or to the compliance program itself. The work includes activities such as obtaining background information on subjects of inspections or investigation by means of record searches, structured interviews, automated information retrieval, telephone inquiries, or correspondence. OR You may substitute education for specialized experience as follows: A bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university.

REQUIRED:

SPECIALIZED EXPERIENCE FOR GS-06:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes providing technical support to inspections or investigations such as searching, gathering, screening, and providing factual information or explanations related to the subject of an inspection or investigation or to the compliance program itself. The work must have included activities such as obtaining background information on subjects of inspections or investigation by means of record searches, structured interviews, automated information retrieval, telephone inquiries, or correspondence; and the ability to clearly and concisely express facts and conclusions to summarize data obtained from various sources.

REQUIRED:

TIME-IN-GRADE REQUIREMENTS GS-06: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.

REQUIRED:

SPECIALIZED EXPERIENCE FOR GS-07:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized experience for this position includes providing technical support to inspections or investigations such as searching, gathering, screening, and providing factual information or explanations related to the subject of an inspection or investigation or to the compliance program itself. The work includes activities such as obtaining background information on subjects of inspections or investigation by means of record searches, structured interviews, automated information retrieval, telephone inquiries, or correspondence; and the ability to be persuasive and apply interview techniques to obtain necessary information.

REQUIRED:

TIME-IN-GRADE REQUIREMENTS GS-07: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.
