JOB SUMMARY Under limited supervision from the Security Captain, officers provide protection of work site, personnel and assets from events such as assault, theft, vandalism, harassment, and other disruptive incidents. This position works 40+ hour work week, with a schedule of Sunday, Monday, Tuesday and Friday. REQUIRED QUALIFICATIONS * Able to proficiently speak, read, understand and write in the English language. * High school diploma or GED * Must be at least 21 years of age * Minimum of three (3) years of experience in Law Enforcement, Military Police, or Private Security. * One (1) year participating in Transportation Security Industry regulated drills and exercises required. * One (1) year experience providing security services at a MTSA or TSA regulated facility required. * Transportation Worker Identification Credential (TWIC) * Certified as an Emergency Trauma Technician or ability to gain certification within 120 days of hire. * Certified by State of Alaska as an Armed Security Officer or ability to gain certification upon hire. * Completion of Defensive Driving class or ability to complete within 30 days of hire. * Ability to complete firearms training program that exceeds State Statutory standard for Armed Guard Licensing upon hire. * May not have any criminal convictions other than minor traffic violations * Possess current and valid Alaska Drivers' License; may not have more than three (3) moving violations in the previous three (3) years, any upheld suspension or revocation of license within the previous five (5) years, and may not have a conviction for Driving Under the Influence (DUI) within the previous five (5) years. PREFERRED QUALIFICATIONS * Six (6) months experience successfully working with personnel from the USCG Marine Safety Office during announced and unannounced TCA inspections and compliance checks preferred ESSENTIAL FUNCTIONS * Operate a motor vehicle during both the day and night; in urban and rural setting, in urban congested traffic or remote settings and in hazardous road conditions caused by factors such as rain, snow, sleet, ice, fog, smoke, and dirt roads * Perform searches of people, vehicles, vessels, buildings, and large outdoor areas which may involve feeling and detecting objects, and walking over uneven terrain for long periods of time * Enforce policies and procedures * Provide protection of work sites, personnel and assets from such events as assault, theft, vandalism, harassment, and other disruptive events * Control access of personnel, materials and equipment to and within the work sites * Perform security patrols of worksites * Respond to general alarms, power outages, broken water/power lines, suspicious activity or security breaches of any kind * Maintain radio/telephone communications * Make an arrest if necessary, using handcuffs * From a variety of body positions, load, unload, aim and fire handguns, shotguns and other agency firearms under conditions of stress that justify the use of deadly force and at levels of proficiency prescribed in certification standards * Confront suspicious persons, assess intentions, and take action as appropriate * Perform rescue functions at accidents, emergencies and disasters to include administering emergency medical aid, lifting, dragging and carrying people away from dangerous situations and securing and evacuating people from particular areas as well as directing traffic for long periods of time. * Extinguish fires by using a fire extinguisher and other appropriate means * Utilize clear and appropriate communication skills when communicating with people by giving information, mediating disputes, advising of processes and rules, and de-escalating altercations * Gather information in investigations by interviewing and obtaining the statements of all participants and witnesses. Reduce the results of those investigations into written form so as to clearly and accurately reflect the information obtained * Read, comprehend, and employ policies and procedures * Utilize clear and appropriate communication skills in formal and informal settings * Exercise sound judgment in determining appropriate action when there is a reasonable suspicion to detain, when probable cause exists to search and arrest, and when force may be used and to what degree * Comprehend, evaluate, and correctly respond to oral information received from a wide variety of sources such as supervisors, witnesses, victims, or through a variety of other means such as personal statements, radio, or telephone transmissions * Maintain composure and control of the situation while enduring verbal and mental abuse when confronted with the hostile views and opinions of people encountered in an antagonistic environment * Conduct visual surveillance for extended periods of time * Observe, recall, and distinguish characteristics of persons, suspects, automobiles, location, property, etc. to include colors, shapes, sizes, height, weight, abnormalities, changes or differences since last observed, and other distinguishing characteristics * Ability to work in a constant state of alertness in a safe manner * Willingness to perform other duties as required * Willingness to work at various locations as provided JOB SPECIFIC COMPETENCIES * Knowledge of computer programs to include but not limited to; Windows, Word, and Excel and the ability to learn the Port of Alaska Access Control system, SSI Net Guard, and Sim Secure programs. * The ability to speak in a classroom setting and instruct weekly Security Awareness Training * Knowledge of the techniques and practices involved in the physical protection of property, facilities, documents, and material in order to protect against trespassers, sabotage, vandalism, theft, fire, accident, workplace violence, etc. * Knowledge of the DUS Field Operations Guide for the Port of Alaska and the procedures for performing each of the related tasks. * Knowledge of the Post Orders for the Port of Alaska. * Knowledge of the Emergency Action Plan for the Port of Alaska and the procedures for each of the related Emergency Events. * Knowledge of the Facility Security Plan and procedures for elevated MARSEC levels in the event of an emergency or transportation security incident. * Knowledge of the laws related to trespass, search and seizure, and arrest in order to protect the Port of Alaska, the stakeholders, and DUS employees from future litigation concerning a violation of individuals' civil rights. * The ability to assess the seriousness of an incident and take immediate action to control or mitigate the situation, and to effectively initiate and direct activities required to preserve life and property. * The ability to write operational and administrative reports and provide a detailed and accurate accounting orally or in writing of all aspects of an incident or event. * The ability to provide operational and administrative briefings, orally or in writing to subordinates and superiors. * Knowledge of the duties, functions, and requirements of security officers assigned to the Port of Alaska. * The ability to perform the responsibilities associated with supervision, and the management of resources at the Port of Alaska. * Good verbal and written communication skills. PHYSICAL DEMANDS The employee's work requires routine walking, standing, bending and carrying items.
