Education - Bachelor's Degree Skills - Data Collection - Law Enforcement - Program Management The Department of Corrections, Division of Health and Rehabilitation Services, is recruiting for a Criminal Justice Planner position, located in Anchorage, Alaska. Under general direction of the Chief Mental Health Officer, the incumbent will assist in the development of short- and long-range plans for statewide substance abuse and mental health treatment programs including identification and analysis of problems and planning and development of programs to ress the problems. The incumbent will develop and supervise standards for employee training to ensure consistency in program design and delivery as well as provide ongoing training to clinical staff on evidence-based interventions and implementation. In ition to assisting with program development, one of the key responsibilities for this position is the oversight and implementation of training in behavioral health related topics specific to working with criminal justice related populations. Duties may include but are not limited to: Aid in assessing the substance abuse and mental health needs of offenders housed within the Department of Corrections; Aid in the development of data collection methods to ensure that the decisions for program development, changes, improvement and implementation are data driven; Assist with providing clinical oversight of substance abuse and mental health programs; Research evidence-based interventions being utilized with offenders in the field of substance abuse and mental health; Initiate, develop and implement ideas for substance abuse and mental health treatment programs and projects. Conduct studies to delineate objectives for developing long-range plans for substance abuse and mental health services for offenders; Maintain awareness of nationwide innovative ideas/projects for possible in-state application; Aid in the implementation of evidence-based practices within the Department of corrections to include staff training, change management and policy development Aid in the development of quality assurance measures to ensure the viability of programs and to identify any training areas need to ensure the success of programs; Work with state, federal, and local service providers to coordinate services provided to offenders while they are incarcerated and to aid offenders in transition out of custody; Monitor project activities in the field and evaluate progress and/or impact based on goals and objectives; and Develop and supervise standards for employee training to ensure consistency in program design and delivery. The ideal candidate for this position will demonstrate the following knowledge, skills, and abilities: Thorough knowledge of principles and practices of program administration and comprehensive planning related to the provision of substance abuse services within a criminal justice setting; Considerable knowledge of federal, State and local law enforcement and adjudication and criminal justice agencies; Considerable knowledge of principles and practices for developing, implementing and evaluating substance abuse programs; Working knowledge of grant application and administration processes; Ability to establish and maintain effective working relationships with members of legal, law enforcement and criminal justice agencies, and community treatment providers; Ability to convey information, orally or in writing, to a variety of individuals in simple, understandable and precise terms; Ability to prepare clear and concise reports; Ability to compile, analyze and evaluate data and draw conclusions; Ability to locate and compile national substance abuse treatment program information and it to Alaska situations; and Ability to participate effectively in conferences and interviews. MINIMUM QUALIFICATIONS: A Bachelor's degree from an accredited college with a major in social work, criminal justice, sociology, psychology, political science, planning, business or public administration, or a closely related field; AND Three years of professional level experience in law, law enforcement or adjudication, corrections, adult or juvenile justice, or crime prevention, of which two years must have been at the supervisory or program coordinator/program manager level. Substitution: itional experience at the technical or professional level in law, law enforcement or adjudication, corrections, adult or juvenile justice, crime prevention, or a closely related field may substitute for the required bachelor's degree (3 semester hours or 4 quarter hours equal one month of experience). Note: Program coordinator/program manager experience includes responsibility and authority for programs that require knowledge of the theories and practices of custody, supervision, and correctional treatment of inmates; crime prevention; law enforcement; and other criminal justice programs, but may not require direct supervision of subordinate employees. PREA standards preclude the department from hiring or promoting anyone who has engaged in, or been convicted of any conduct which would violate PREA standards related to sexual assault including: Sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility, or other institution; Convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse; or Has been civilly or administratively adjudicated to have engaged in the activity described above. EDUCATION If post-secondary education is required to meet the minimum qualifications, you must fill in the Education section of the application. If you have not obtained a degree, please indicate the number of units completed. Copies of transcripts are required to verify educational credentials if used to meet the minimum qualifications for a position. Transcripts can be attached at the time of application or provided at the time of interview, at the discretion of the hiring manager. SPECIAL INSTRUCTIONS FOR FOREIGN EDUCATION Education completed in foreign colleges, universities, or high schools may be used to meet the minimum qualifications listed above. If utilizing this education, you must show that the education credentials have been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs; or an accredited U.S. post-secondary institution reports the other institution as one whose transcript is given full value, or full value is given in subject areas applicable to the curricula at the post-secondary institution or high school. It is your responsibility to provide such evidence whening. WORK EXPERIENCE If using work experience in your Applicant Profile, you must also provide the employer name, your job title, dates of employment and whether full or part-time. A security clearance issued by the Department of Public Safety (DPS) is necessary to use APSIN/ACOMS.
