This is an introductory and highly-supervised Career Support and Training Services (CSTS) position. Using a team approach to service delivery, the position delivers employment and training services to eligible individuals under various grants including the Workforce Innovation and Opportunity Act (WIOA), State Training and Employment Program (STEP), and National Emergency Grants (NEGs). Services include, but are not limited to, customer recruitment, screening, assessment, case management, job development, job placement, and job retention-related activities.
Through on-the-job training, job shadowing, review of well-defined guidelines, and with direct oversight of the supervisor or senior specialist, the incumbent learns to provide participant services including:
• Using WIOA and STEP (or other grant) specifications in order to determine:
• Applicant eligibility
• Appropriate registration
• Suitability of services
• Conducting proper participant:
• Recruitments
• Interviews
• Assessments
• Referrals
• Case Management
• Developing Individual Employment Plans (IEPs)
• Knowing the resources available to the participant
• Out-of-area job search, relocation, training, supportive services
• Partner agencies
• Identifying the best path to job-readiness
• Agreeing on objectives, steps, and goals with the participant
• Evaluating the participant's likelihood of successfully completing the plan
• Assessing participant education, training, skills, interests, work experience, life conditions, and attributes
• Identifying special financial and employment needs, resources, and obstacles
• Assisting participants with research and evaluation of training vendors and employment opportunities
• Teaching job search and job retention skills
• Effectively case managing
• Counseling and coaching for employment success
• Writing case notes
• Monitoring progress
At the introductory and highly-supervised level, the incumbent will learn administrative duties including accurate data-entry into the Integrated Case Management (ICM) system, financial responsibilities, and implementation of program policies and procedures such as:
• Regional office policies and procedures for program implementation and administration within guidelines established by department and division
• Compliance with and enforcement of federal and state regulations
• Fiscal tracking and accounting systems under the State of Alaska, DETS, Workforce
• Determining the most appropriate funding stream for customers' needs
• Negotiating amounts of financial assistance with customer, training providers, community resource programs, partner agencies, and other funding programs to ensure seamless service and to optimize resources
• Creating Individual Training Accounts (ITAs)and support service authorizations for job training participants to fund training and support services necessary to complete training
• Following signatory authority and all financial guidelines under WIOA and STEP
• Regularly monitoring customers' employment plan expenditures so that dollar limits are not exceeded
• Preparing Exception Requests for management
• Processing and submitting all program and participant financial expenditures
On-The-Job Training (OJT) Agreements
• Negotiating and preparing final OJT grant agreements and modifications
• Managing and submitting financial reports and approving invoices prior to payment
• Providing technical assistance to employers regarding agreement
• Conducting follow-up with employers and trainees to monitor progress and evaluate needs
Planning and Systems Management
• Performing all input and reporting functions of the customer ICM system
• Monitoring
• Office progress in meeting identified system and area needs
• Customer and program outcomes
• Gaining awareness of data validation
Other duties as assigned
At the introductory and highly-supervised level, the incumbent will:
• Make public presentations relating to WIOA and STEP program goals, objectives, and intent
• Contact agencies and businesses in person, telephonically, or by letter to provide basic information on state and federal programs
• Respond to routine inquiries from the public, contractors, and clients
• Draft correspondence as necessary
Become familiar with:
• Community, educational, rehabilitation, and social service programs
• A range of local, regional, and state businesses and their workforce needs
