(Brice) primarily performs horizontal construction. However, Brice also completes other work to support the needs of our clients. Brice also provides project management services across the United States and the Pacific Rim.The Quality Control Manager/Site Safety & Health Officer (QCM/SSHO) is responsible for overall management of project quality control personnel.-- This position is also responsible for the safety and occupational health management of project employees.ESSENTIAL FUNCTIONS:Responsible for overall implementation and management of project Quality Control and have the authority to act in all project quality control matters on behalf of Brice.Direct inspections and audit programs, and initiate corrective actions based on review of data or customer input.Ensure that procedures and processes initiated and performed by project employees are done in accordance with safety procedures.Coordinate and lead project site meetings for safety and quality control.Assist with management of daily project reporting including timekeeping; environmental and permit compliance; daily reports.Organize and maintain project documentation for the project team and provide appropriately to the client.Work with other members of the project management team on project schedule.Maintain effective communication and coordination among all project participants.Assist with development, implementation, and enforcement of a Project-Specific Accident Prevention Plan throughout the duration of the project (subject to client approval).Assist project personnel to develop, implement, review, and modify AHAs. Ensure all work is performed consistent with the applicable AHA.Maintain applicable safety reference material (applicable EM-385 and OSHA Construction Industry Safety Regulations) on the project site.Maintain a presence at the project site at all times that work is being performed to conduct safety and occupational health management, surveillance, and inspections.Perform daily project safety and health inspections which include area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections.Enforce all safety procedures and ensure all project personal are adhering to the corporate safety plan to minimize exposure and risk.Comply with all corporate risk management goals and objectives as they apply to the project.Assist project personnel with incident investigations and complete required reports, including accident and incident documentation/reports, root cause analysis, and corrective actions, as needed; report results of all investigations to Project Superintendent, Project Manager, and Corporate Safety Manager.Responsible for primary documentation and reporting of any job site injuries for workers compensation.Attend and participate in pre-work meetings including Preparatory Phase Inspection meetings and periodic in-progress meetings to address safety concerns, review activity hazard analyses, and document matters pertaining to safety and health.Maintain a safety and health bulletin board at the project site.Maintain a safety and health deficiency tracking system that monitors outstanding deficiencies until resolution.--Ensure subcontractor compliance with safety and health requirements.Conduct monthly supervisory safety meetings and participate in monthly client safety meetings.Maintain project personnel safety training records.Conduct project orientation and other safety training in the field as needed.Work in a constant state of alertness and in a safe manner.Perform other duties as assigned.SUPERVISORY RESPONSIBILITIESThis position does not have supervisory responsibilities. However, the position may transition into a supervisory role over time.--Job RequirementsKNOWLEDGE, SKILLS, & ABILITIESTechnical knowledge of various field construction concepts, practices, and procedures.Knowledge of job costing and accounting procedures.--Knowledge of computer-based construction and scheduling programs.Knowledge of federal, state, and local laws, rules, regulations and standards for employee health and safety and ability to implement at a project site.Knowledge of standard safety equipment used in construction occupations.Skill in organizing resources, establishing priorities, meeting deadlines and general time management.Strong personnel management skills and ability to enforce Federal, State and company labor and employment regulations.Skill and familiarity with EM 385-1-1 requirements and experience in the areas of hazard identification, risk management and safety compliance.Ability to provide effective professional communication and interpersonal skills with regard to internal and external written, graphical, and verbal communications, and presentations.Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.--Ability to use a standard desktop/laptop computer and working knowledge of standard business applications including Microsoft Office Suite, Project and other industry-related applications.Ability to write routine reports and correspondence.--Ability to speak effectively before groups of customers or employees.Ability to add, subtract, multiply, and divide using whole numbers, common fractions, and decimals.--Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.------Ability to work independently and work cooperatively with others; ability to work with employees, business partners, and customers in a friendly and positive manner.Ability to visualize, articulate, and solve complex problems and concepts, and make decisions based on available information.Ability to use judgment and discretion.Ability to handle stressful situations and effectively plan and organize duties to meet deadlines.Ability to handle multiple tasks simultaneously.Ability to work with concentration, accuracy, and attention to detail.Ability to analyze and resolve complex issues, both logical and interpersonal.Ability to participate in and facilitate group meetings.Ability to work a flexible schedule, willingness to work weekends and/or evening.Ability to travel for work related purposes, at times to remote project sites for extended periods of time.Ability to operate motor vehicle in a safe and efficient manner.QUALIFICATIONS: Bachelor's degree in construction management, engineering, or architecture preferred; ten years' experience in construction quality control and International Code Council (ICC) certification as a Commercial Building Inspector may be substituted in lieu of a degree.Minimum of five--years' safety experience in construction, or general industry managing safety programs or processes, or conducting hazard analysis and developing controls, required.Current First Aid/CPR certification (or obtain within first 90 days) required.Current OSHA30 required.8 hours of documented formal, on-line, or self-study safety and health related coursework each year for the past 3 years.Experience with SWPPP inspections preferred.CESCL certification preferred.Experience using the USACE QCS Program in RMS preferredUSACE CQM certificate preferred.Ability to work on secure military facilities.Valid state drivers' license and must be qualified to operate a vehicle under the conditions of the Company's Driving Policy.Ability to pass a drug, driving and background screening.WORKING CONDITIONS:The work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
