Job Summary
This position is responsible for the day-to-day administration of
Capstone's client drug and alcohol programs. Responsible for
management and coordination of all Department of Transportation
(DOT) and Non-DOT drug and alcohol screens as per federal and
corporate requirements, and for ensuring rapid and accurate
processing of drug & alcohol background checks in accordance with
49 CFR Part 40. Ensures compliance with all applicable federal and
corporate regulations, maintaining accurate program records, tracks
the progress of required testing, and provides biweekly briefings
to program manager. Responsible for providing customer service,
development of drug and alcohol testing programs, client education
and compliance support and related reporting. This includes federal
and non-federal policy drafting, review and consulting, program
compliance, high volume information management, statistical
reporting and unofficial regulatory interpretations.
Essential Functions and Responsibilities include the following:
Maintain drug and alcohol records.Verify regulatory compliance with
Federal, State, Corporate, and Federal Aviation Regulations (14 CFR
Part 120 and 49 CFR Part 40)Follow recordkeeping policies in
accordance with federal guidelinesRepresent Capstone / MNA as the
Drug and Alcohol Program Manager in after-hours' support for
emergency 24/7 drug/alcohol testing, determining if specific
situations require drug/alcohol testing IAW corporate or federal
regulations (i.e., if an accident meets the DOT/NTSB definition or
if Non-DOT testing should be accomplished, or, if a person meets
the requirements for reasonable suspicion testing based on
specific, contemporaneous, articulable observations concerning
appearance, behavior, speech or body odors).Collaborate with HR for
the management of pre-employment drug testing to comply with strict
and enforced federal and corporate regulations, including
background checks for new-hire employeesData entry to maintain
regulatory safety-sensitive employee random pools to meet federal
and corporate criteriaCreate files for all clients and verify all
paperwork is correctIdentify and track correctable flaws on Custody
and Control Forms, and Alcohol Testing Forms, and create affidavits
for collectors to ensure proper corrective actionTrack and file
random and pre-employment drug and alcohol testsAudit all random
drug and alcohol tests each quarterOther duties as assigned.
Additional Job RequirementsRegular scheduled attendance - Full Time
PositionIndicate the percentage of time spent traveling - 0%Subject
to applicable laws and corporate policies, regular attendance is an
essential function of the position. All employees must follow
Capstone/ MNA practices and policies.
Supervisory ResponsibilitiesThis position will supervise 1-5
subordinates.
QualificationsTo perform this job successfully, an individual must

Education & Experience5+ years of experience in managing a variety
of DOT and Non-DOT substance program either as DER and preferably
as a C-SAPA Drug and Alcohol Program Administrator in good
standing.The individual must have a grasp on the role of a
C-TPA/TPA as it is defined under the federal regulations.Thorough
understanding of 49 CFR PART 40.High school diploma or general
education degree (GED); and one to three years related experience
and/or training; or equivalent combination of education and
experience.
SkillsMust be detail oriented with excellent organizational and
time management skillsProfessionally interact with all members of
staff as well as external clients/customersMust possess ability to
multi-task and prioritize multiple projectsHighly proficient
proofreading, spelling and grammatical skillsKnowledge of FARs and
CFRs is a plusAbility to be responsible for creating an on-call
24/7response for all post-accident and reasonable suspicion/cause
testing onsiteMust be able to handle confidential information with
discretionAbility to make key decisions in a timely manner
Computer Skills2-3 years of industry experience preferred.2-3 years
of professional experience preferred.Four year college degree
preferred but not required.Intermediate proficiency with MS Excel,
Word, Outlook, PowerPoint and aptitude for working within
information managements systems.Verbal and written communication
skills.
