Position Summary: The University of Alaska seeks a Director of Land
Management. Land Management's (LM) primary role is to convert the
University's grant land assets to revenue to support the
University's educational mission and to prudently manage land
dedicated for educational purposes consistent with campus goals and
directives.Responsibilities of this position include a wide range
of complex and high priority projects including development
projects, property acquisitions and disposals, leases, permits,
easements, site inspections, environmental remediation, and
contract management.
Duties: 15 Responsible for hiring, training, and supervising all
staff. Coordinate schedules for managing staff. Delegate and create
successful teams working on complex projects. Responsible for
delegation of projects to staff while balancing needs of the
Department and the University. Analyze complex situations and
propose viable solutions and courses of action. Manage
interdepartmental processes and resolve interpersonal and
interdepartmental conflict through mediation & motivation. Prepare
and develop the annual budget and work plan, including regular
re-assessment of priorities and accountability for project
completion & the achievement of revenue targets. Coordinate and
integrate various program activities and goals into the general
mission of the department and define resources necessary to carry
out the mission. Essential 20 Accountable to University leadership
for all real property matters. Responsible for maintaining an
inventory of, and accounting for, all University real property
assets. Represent, negotiate, and make decisions on real property
matters on behalf of the University. Ensure all University real
property is managed for the exclusive benefit of the University, in
accordance with sound trust management principles, policies, and
State law.Prepare and present financial analysis, planning, and
reports (quarterly, annually, and others as needed) to University
leadership and University Board of Regents. Prepare pro forma
analysis, budgets, and reports for specific development
projects.Identify, research, and discuss issues scheduled for
presentation before the Board. Assist the CSPBO in the preparation
of policy, regulations, and other strategic documents concerning
the operation & expectations for the LM office; including
presentations to the public, agencies, and University
Administration. Essential 20 Represent the University on real
property matters to the general public, state and federal agencies,
developers, and other landowners in Alaska and outside the State.
Attend or conduct public meetings, workshops, special interest
groups, and legislative hearings that require a high level of
representation to address controversial issues or to present
sensitive material. Coordinate with University Public Relations on
all media inquiries. Work with staff to investigate and resolve all
real property issues on University lands. This includes resolving
trespass issues with solutions appropriate to each case. Outreach &
build networks with other agencies. Undertake active conflict
resolution with civic and political leaders, specializing in
contacts with legislators, media representatives, community
leaders, and similar organizational leaders. Essential 20 The
University of Alaska owns and manages approximately 151,000 acres
of land, which includes approximately 12,000 acres designated as
educational and 139,000 acres designated as investment property.
The Director is responsible for (and delegated signatory authority
for) all real property transactions on the University's investment
and educational properties. Responsible for all real property
transactions including various types of authorizations,
acquisitions, commercial transactions, real estate development,
natural resource development, sales, and other revenue generating
operations. Coordinates and integrates various Major Administrative
Unit (MAU) activities and goals on real property transactions
assigned to LM staff. Determines staff project assignments,
providing guidance and expertise on new project development for
land and natural resource planning, as needed. Review, approve, and
administer the necessary requests for proposals, agreements, and
contracts for real property transactions. Essential 25 Responsible
for the direction, leadership, and administration of all daily
activities for Land Management System Offices located in Fairbanks
and Anchorage. Supervise and provide guidance and instruction to
all staff on process coordination, policy, goals, and mission.
Coordinate all actions and collaborate with staff, University
departments, and University leadership to maximize revenue to the
Trust to meet the department's fiduciary, statutory, and policy
obligations related to managing the University's inventory of real
property assets. Acts on behalf of Chief Strategy, Planning and
Budget Officer (CSPBO) for Land Management (LM). Must work
collaboratively with staff, other University System Offices, and
University leadership critical to the success of those activities.
Responsible for long-term planning for the development of
investment properties, with an essential emphasis on determining
highest and best use based on economic feasibility, maximizing
economic benefits. Ensure proper development of real property
assets while balancing the best interests of the University,
environment, other agencies, and local communities. Real property
assets include land, mineral, material, forest, oil, gas, coal,
renewable energy, mitigation mgt, agricultural, and related surface
and subsurface resources. Essential Salary will be determined based
on experience and education. The University develops, leases, and
sells land and resources to generate revenue for the University's
Land Grant Trust Fund. Land Management's primary role is to convert
the University's grant land assets to revenue to support the
University's educational mission and to prudently manage land
dedicated for educational purposes consistent with campus goals and
objectives. The Director will report directly to the Chief
Strategy, Planning, and Budget Officer and will set strategic
direction for the unit. This position is responsible for long-term
planning and negotiations in the acquisition and disposal of all
University lands/resources. Decisions made by this position
include; issues related to mining, timber, material sales, oil &
gas leases, road construction, building construction and removal,
commercial leases, and subdivision development. This person will
provide day-to-day guidance and training for the Regional Resource
and Senior Property managers and all other staff.This position may
be filled in Anchorage or Fairbanks.--Knowledge, Skills, and
Abilities:Strong understanding of commercial transactions,
financial investments, natural resource management, and commercial
real estate is desired. This Director position requires effective
decision making, analytical, negotiation, and communication skills.
Extensive professional experience in; identifying, developing, and
managing a large and diverse portfolio of real property and complex
projects, with a preferred focus on land and natural resource
transactions. Ability to balance institutional missions with land
and resource development, revenue generation, and demonstrated
leadership & management skills. Experience in preparing briefing
documents for University executives; proficiency in written & oral
communication. Ability to understand and summarize large volumes of
information quickly and summarize and communicate to University
executives, the general public, or other interest groups.Typical
Experience:At least 10 years of expert knowledge and understanding
of resource and land development principles and practices; ability
to understand real estate law, Alaska Statutes, financial trust
principles and practice. Proven history of working within a
structured environment guided by state law and internal policies,
generating revenue from contracts, real property development, and
natural resource assets. Proven history of controlling revenue,
expense ratio; background in change management & innovative
thinking.Required Education or Training:Master's degree in relevant
field and ten years experience, or an equivalent combination of
training and experience in planning and development, managing a
large portfolio of real property, negotiating, contract
administration, and finance and business practices.This is an
