Overseas Area Director (Russian Federation) General
Description:
The Area Director is directly responsible for oversight of all
departments and management of key department heads. The Area
Director will guide and support each division and create a cohesive
business atmosphere. The Area Director will oversee current
projects as well as locate new business for the company. Specific
roles include, but are not limited to, the following, as well as
and any other duties as directed by senior management. Management
Responsibilities:
--- Directly manages Operations Managers, Finance Managers &
Development Director
--- Makes management decisions affecting both client and internal
personnel and procedures.
--- Develops and oversees contract management procedures.
--- Allocates management focus on projects and operations.
--- Coordinates management to ensure cooperation.
--- Identifies and tenders new projects.
--- Identifies and trains key managers.
--- Oversees budgets and spending. Operations:
--- Monitor and improve the efficiency of supporting departments
such as Human Resources, Accounts & Finance, Safety, Health,
Environment, Security, and Quality. Facilitate coordination and
communication between Operations and supporting departments.
--- Direct and coordinate activities of involved external
businesses.
--- Plan, schedule and review workload to ensure products and
services are delivered on time and under budget.
--- Delegate responsibilities to Managers and set priorities for
departments.
--- Set standards for productivity and quality.
--- Oversee development and implementation of policies and
procedures. SSH&E:
--- Designs and implements systems that provide structure to the
various functions within the HR and Procurement departments. The
systems should provide for tracking, accountability, monitoring and
quality control.
--- Regularly reviews and comments on the systems/protocol being
used at the jobsites, to ensure they are in compliance with client
requirements and interface effectively with our home office systems
for best results. Oversees and ensures reporting compliance by key
personnel.
--- Liaises with Client directly to ensure satisfaction.
--- Works with management to determine areas of improvement.
--- Implements new procedures to improve safety performance.
Sales:
--- Help improve company sales and marketing performance.
--- Determine products and services to be sold based on forecasts
of customer demand.
--- Seek new customers and opportunities.
--- Lead proposal efforts for estimating, pricing and securing new
work.
--- Ensure that company is prepared to execute work if proposal
should be accepted.
--- Manage client support. Serve as company representative to
client.
--- Ensure and monitor overall client satisfaction. Teamwork and
Leadership:
--- Coordinates meetings, conferences, company activities, etc.
--- Strives to develop team atmosphere.
--- Develops and promotes company teambuilding effort.
--- Develops Company branding and cohesive appearance.
--- Identifies ways to improve performance and develops HR
directives to increase employee morale.
--- Mitigates team conflict and communication problems.
Communication:
--- Establishes written guidelines for effective communication,
both verbal and written, so the jobsites and office support staff
are working in harmony for timely and efficient results, with a
minimum number of problems.
--- Communicates Project status and requirements to Clients.
--- Holds regular status meetings with key managers.
--- Regularly reports area business activity to ownership.
--- Clearly communicates management decisions made and the
reasoning behind them.
--- Meets and converses regularly with key personnel to ensure all
issues are swiftly and efficiently solved. Internal Operations:
--- Reviews the reports of key managers and addresses issues as
appropriate.
--- Builds internal procedures and policies, continually monitoring
progress so that steps can be taken to correct processes that may
need redirection.
--- Confers with key managers on areas of improvement.
Authority:
The Area Director draws authority from the COO and Commercial
Director. Empowerment:
The Area Director is empowered to make decisions relating to
personnel roles, budget changes, contractual obligations, and
procedural development. The Area Director is authorized to make and
enforce mandates to improve performance of the business as a whole.
The Area Director is obligated to communicate all actions to the
COO and Commercial Manager. Requirements:

--- Adopt a team approach; work with others in pursuing common
goals.
--- Develop a situation analysis of PRC, including its strengths,

of a strategic plan for the future of the business.
