Position Summary:

Prepare AHFC's capital and operating budgets and provides ongoing management assistance
Provide technical assistance and training in the areas of budget preparation, tracking and reporting
May assist Directors in the analysis of the various Division's budget units
This position also serves as a liaison between the Corporation's departments in planning, preparing and tracking budget activity.

Reports to:

Under the direction of the Budget Manager or Budget Director

Overview:

Performs professional administration and oversight of AHFC's Operations (OPD), Rural Housing (RHD), and Public Housing Division's (Ph.D.) budget
Must be conversant in a full range of financial services and controls to include; development of the annual department budgets, oversight of monthly budget documents and maintenance of various types of budget-related revisions systems

Supervision Received and Exercised:

This is a non-exempt, non-supervisory position

Examples of Duties:

Reviews budget for conformity with instructions and format, mathematical accuracy, program content, and adherence to regulatory guidelines
Assists with preparation, development, review implementation and maintenance of the OPD/RHD/Ph.D. budgets
Monitors expenditures to assure compliance with the approved budget and appropriate purchasing and accounting requirements
Provides technical assistance to the Budget Manager and/or Budget Director
Completes various analysis projects pertaining to financial and management reporting systems
Prepares revised program documents as necessary to meet the changing needs of programs
Determines standard cost guidelines for preparation, tabulation, and documentation of program financial status
Maintains budget revisions, G/L reclassifications, payroll reclassifications, and labor distribution logs
Participates in research and processing of revision forms sent to the budget department for processing
Makes recommendations to the Budget Manager and/or Budget Director
Provides budget projections for internal management use and corporate financial planning
Establishes and maintains a "budget manual" and "account code descriptions" manual to be used as a resource document
Manuals should include policies and step-by-step procedures that comply with all AHFC, State, and Federal program regulations and requirements
Other duties as required

Knowledge, Skills, and Abilities
Knowledge of:

Analytical and statistical methods, analytical techniques, fiscal management including budgeting and accounting, data-based computer operations, State of Alaska and HUD budgeting process.

Skills and Abilities:

Communicating with others, both verbally and in writing. Use of word processing, flowcharting, spreadsheet software and data processing, mainframe (CCS) and software systems.

Abilities to:

To apply principles of finance, accounting, business, and administration; gather and analyze financial and statistical data; reason logically and accurately; make sound financial decisions and recommendations; establish and maintain cooperative relationships; speak and write clearly and effectively; and function with a high degree of independence
Obtain and utilize sensitive information discreetly and objectively

Budget Specialist II
Position Summary:

Exercise independent judgment and action in carrying out their assigned responsibilities
The position prepares AHFC's Capital and Operating Budgets and provides technical assistance, management assistance, and training in budget preparation, tracking and reporting
The Budget Specialist II collaborates with Budget Department Staff in the ongoing budget management and oversight of budget processes
Assists Directors in the development and analysis of the various Division's budget units
This position also serves as a liaison between the Corporation's departments in planning, preparing and tracking budget activity.

Overview:

Assist senior management in the analysis of work unit expenditures

Coordinates and reconciles budgetary disputes and discrepancies between departments
Reviews budget for conformity with instructions and format, mathematical accuracy, program content, and adherence to regulatory guidelines
Interacts directly with State Officials, DOR, OMB, HUD, and/or other state or federal agency offices to assure ongoing compliance with respective regulations

Minimum Requirements
Minimum Qualifications:

Graduate from an accredited college with a Bachelor's degree in public or business administration with an emphasis on accounting, economics, statistics or a closely related field
Two years' experience in budgeting, financial analysis, auditing or accounting to include governmental/budgetary experience
Knowledge of principles, practices, and procedures of program management; financial analysis; accounting; research methods; organizational theory; and the ability to understand federal housing program regulations

Substitution: Additional advanced experience may be substituted for the required education on a year to year basis.
This is a level 17/18 position (depending on experience) with an annual salary of the annual salary of $55,023.36 - $59,220.00 (depending on experience) (26 pay periods). Excellent benefits, including medical, dental, vision, and leave package.
