Overview Open & closing dates Opening and closing dates08/10/2020 to 08/21/2020 Service Competitive Pay scale & grade GS 14 Salary $107,807 to $140,146 per year Appointment type Permanent Work schedule Full-Time Duties SummaryThis position is located in the U.S. Fish and Wildlife Service (FWS), Joint Administrative Operations (JAO) Finance Division. FWS is a Bureau within the Department of the Interior; its mission is to work with others to conserve, protect, and enhance fish, wildlife, plants, and their habitats for the continuing benefit of the American people. The incumbent serves as a Branch Chief providing management oversight and supervision to Financial Systems/Financial and Business System (FBMS) Operations.ResponsibilitiesThe Supervisory Financial Specialist salary will be based upon duty station and locality pay once selected. Locality tables may be found at: .Positions located in the Anchorage, AK may be eligible for cost of living allowance (COLA) in addition to base salary. COLA rates may be found at: A total of one (1) vacancy will be filled in either of the locations listed. Please Note: If selected you may be placed at a regional office, field office, current duty station or a current remote duty station at the discretion of management. Additional questions regarding placement should be reserved for the interview process.Develops and conducts analytical exercises to monitor performance of Fish and Wildlife Service financial operations within assigned Service Delivery Area. Provides analytical information to the Division Chief and Chief Financial Officer to support policy decisions. Coordinates key management processes to provide critical budgetary and proprietary information to other branches in the Division. Conducts project studies, develops strategies, and implementation plans directed at enhancing the Service's application of financial management policies and utilization of financial resources. Prepares and delivers position papers, briefing materials, and executive correspondence for the Division Chief and Chief Financial Officer.Directs the implementation of national financial management policies relating to administrative control of funds and budgetary accounting, financial reporting, financial systems, cost accounting, and other financial services. Ensures that appropriate and adequate financial management policies are applied consistently with Federal Accounting Standards, Office of Management and Budget (OMB) Circulars, General Accounting Office (GAO) and Treasury guidelines, and Department of the Interior (DOI) policies. Manages the day-to-day operations of the Branch. Supervises, plans, organizes and directs a staff of Accountants, Financial Specialists, and other financial and administrative staff through subordinate leaders. Develops staff objectives, policies, guidelines, and evaluates the operations and services of the Branch/Service Delivery Area. Serves as a member of the JAO Management team in support of the U. S. Fish and Wildlife Service's conservation mission. Partners with management, employees and customers to serve and advance the mission of FWS and the JAO through the application of a high level of technical, supervisory and leadership expertise, integrity, and insight in order to develop and implement a shared strategic vision and innovative business solutions, and to instill organizational commitment to a high level of customer service.Travel RequiredOccasional travel - You may be expected to travel for this position. Examples of qualifying specialized experience may include: Supervises, plans, organizes and directs a staff of Accountants, Financial Specialists, and other financial and administrative staff through subordinate leaders; assist with the creation of the cost allocation processes to align costs among the fund accounts and programmatic activities for budgetary and financial reporting purposes; Ensures that appropriate and adequate financial management policies are applied consistently with Federal Accounting Standards, Office of Management and Budget (OMB) Circulars, General Accounting Office (GAO) and Treasury guidelines, and Department of the Interior (DOI) policies; and assists in the preparation of delivers position papers, briefing materials, and executive correspondence for the Division Chief and Chief Financial Officer.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
